    DLSA stands for District Legal Services Authority. It is a statutory body constituted under the Legal Services Authorities Act, 1987, operating at the district level in India. DLSAs function under the supervision of the State Legal Services Authority (SLSA) and the National Legal Services Authority (NALSA).Kerala has 14 District Legal Services Authorities (DLSAs) — one in each district — as mandated by the Legal Services Authorities Act, 1987. These DLSAs ensure the delivery of free legal services and promote legal awareness at the district level.

    Each of Kerala’s districts has a DLSA, typically headed by the District Sessions Judgeas its Chairperson.

    Core Objectives of DLSA:

    • To ensure legal aid and justice for all, especially the underprivileged and marginalized sections of society.
    • To promote legal awareness and spread legal literacy.
    • To facilitate Alternative Dispute Resolution (ADR) mechanisms like Lok Adalats.

    Core Functions of DLSA:

    1. Legal Aid Advice

      • Provide free legal aid to eligible individuals (e.g. women, children, SC/ST, disabled, poor, etc.).
      • Offer legal counseling and mediation.
    2. Lok Adalats (People’s Courts)

      • Organize Lok Adalatsfor amicable settlement of disputes, especially pending cases or pre-litigation matters.
      • Helps reduce burden on courts and provide speedy justice.
    3. Legal Awareness Campaigns

      • Conduct legal literacy classes in schools, colleges, prisons, and rural areas.
      • Celebrate Legal Services Day (9th November) and organize camps for awareness.
    4. Victim Compensatio Rehabilitation

      • Assist victims of crime in accessing compensation schemes.
      • Help in rehabilitation and support services, especially for women and child victims.
    5. Prison Legal Aid Clinics

      • Set up and monitor Legal Aid Clinics in jails to provide access to legal assistance for undertrial prisoners.
    6. Paralegal Volunteers (PLVs)

      • Train and deploy Paralegal Volunteers in villages, courts, police stations, etc., to assist citizens in navigating legal procedures.
    7. Monitoring and Reporting

      • Maintain records of beneficiaries and prepare monthly and annual reports for SLSA and NALSA.

    Leadership Structure

    • Each DLSA is typically chaired by the District Sessions Judge.
    • Other members include judicial officers, advocates, social workers, and NGO representatives.
